Paratowyd yr adroddiad hwn gan eftec ac ADAS, fel rhan o raglen ERAMMP a arweinir gan Ganolfan Ecoleg a Hydroleg y DU (UKCEH), i asesu cynnwys gwerthoedd cymdeithasol o gyfalaf naturiol mewn taliadau SFS. Ei nod yw darparu sylfaen dystiolaeth a chyngor polisi i Lywodraeth Cymru er mwyn cefnogi cynnwys gwerthoedd cymdeithasol o gyfalaf naturiol i mewn i bolisi amaethyddol. This report has been prepared by eftec and ADAS, as part of the UK Centre for Ecology & Hydrology (UKCEH)-led ERAMMP programme, to assess the inclusion of social values from natural capital in SFS payments. It aims to provide an evidence base and policy advice for the Welsh Government to support inclusion of social values from natural capital into agricultural policy. It looks at the spatial and temporal variation of estimated social value of public goods provided by natural capital (i.e., benefits from the natural environment not captured by markets) across Wales.

The evidence base demonstrates that the natural environment provides significant social value to people in Wales. However, there is significant variation in social values from natural capital across Welsh regions. Where the evidence can be disaggregated to scales suitable for delivering public policy objectives (e.g., catchments, local authorities), benefits from different locations can vary by more than an order of magnitude (up to a multiple of 50). This means, for a given farm type and associated cost profile, SFS actions will achieve significantly different value for money in different parts of Wales.
